Creation and Development of the National eHealth Project for the Republic of Armenia | August 2007 — June 2014

  • Led the creation and development of the National eHealth Project for the Republic of Armenia from concept through pre-implementation readiness and the start of implementation: concept, roadmap, feasibility study, system architecture, functional and technical requirements, TOR / technical assignment, tender / SBD documentation, materials for government-level consideration and English-language project documentation.
  • Coordinated work with the selected contractor, testing and corrective adjustments, and confirmed integrations with the Ministry of Finance, the Ministry of Labour and Social Affairs / social-protection systems and LIS.

Electronic Ambulance: Armenia and Sochi, Russian Federation

  • The Armenian electronic ambulance is a system created from the ground up and implemented with Armen Parsadanyan’s participation; it continues to operate in a changed form. His participation included project logic, documentation, workflows, technical requirements, coordination, testing and corrective adjustments.
  • In Sochi, Russian Federation, created the network and IT system of ARMED Medical Center.
  • Separately in Sochi, Russian Federation, created and implemented an electronic ambulance system for the 2014 Sochi Olympics, operational until 2015: geo-control, monitoring, patient card, statistics and analysis of ambulance vehicles and crews.

Medical Information Systems, HIS, PACS/LIS and MIS Evolution

  • Contributed to the early design, development and implementation of the Erebuni Medical Center prototype medical information system in 1995–1998; the system operated from 1997 to the early 2000s and later evolved into a larger medical information system for hospital environments, historically known as WebHospital.
  • Technical coordination, organization and support for operation, modernization, training and integration of medical information systems, PACS/LIS/LIMS and laboratory systems, including LIS/LIMS involvement in Nairi, Erebuni and Dilijan, LIS integration in the national eHealth project, integration with Roche Diagnostics laboratory systems, and LIS data integration/storage in PACS.

IT Infrastructure and Technical Operations of Medical Centers

  • Creation and development of IT services; technical operations support at Erebuni, Nairi and Dilijan Medical Centers: technical and operational teams, staff training, user support and stable infrastructure operation.
